How are my dues spent? Sterchi Hills collects all the dues and we pay KUB for the streetlights, Hallsdale-Powell Utility District for water at the entrances and for the pool.  We pay for Lawn Maintenance for the common grounds and entrances, and for regular maintenance at the pool and pool furniture.  At the annual meeting held in January, a detailed list from the previous year will be available for all residents.  If you would like to see a detailed list before then, please contact Fennell Property Management  so one can be provided to you.

When are my HOA Dues due?  Dues are due no later than January 31 and a late fee of $25.00 per month will be charged.    After 90 days of being delinquent, a lien will be place on the property with the Knox County Register of Deeds.

What if I am having financial difficulty and can’t pay all the dues at once?  Please contact a board member and we are always willing to work out a payment arrangement so you will remain in good standing with the HOA.

Who makes up the Sterchi Hills Homeowners Association Board?  Sterchi Hills is made up of 7 volunteers from Sterchi Hills.  Each board member must be in good standing with the HOA.  New members are voted onto the board at the annual HOA meeting in January.  After being voted onto the board, positions are voted on by the 7 volunteers for President, Vice President, Secretary and Treasurer.  The other members are considered “at large”.  These members agree to 3 year, 2 year and 1 year terms.

When does the pool open?  The pool usually will be opened the Saturday before Memorial Day in May. 

How do I get a key to the pool?  In 2009, the HOA changed from cut keys to key “fobs” for the pool.  Each resident in good standing with the board received a key fob.  This key fob is reactivated every year so that cost were cut drastically from having new keys made each year.  If you are a new resident, hopefully the key fob was left from the previous owner, but if not please contact a board member so you can be provided with one.

  If you lose an assigned key the price for replacement will be $30.00.

Can I get more than one key fob for my residence?  No, only one key fob will be issued for each residence. 

What are the pool hours?  The pool is open at 6:00 am until 10:00 am for Adults only, and 10:00 am until 10:00 pm for all swim.  The key fob will automatically turn on and turn off at 10:00 pm when the pool closes.

Can I have a party at the pool?  Please see the pool rules and regulations regarding this matter.  This is a family pool with children all around and no “adult” parties are allowed at any time. 

Can I smoke at the pool?  NO SMOKING is allowed inside the pool gates or close to the surrounding area.  Please be considerate when smoking and stay a respected amount of space back from the pool, pool area and play ground.

What happens if I witness a violation at the pool?  Get as much information about the person(s) as possible.  What they are wearing and be sure to get the time if they leave.  The pool has 24 hr. surveillance and we can look on the tapes for evidence.  Also, getting the time will help pinpoint the residence as each key fob has an assigned number and we can access that information.

I have a street light out, who should I contact?  Please contact a member of the board with the address closest to the burned out light and the number on the light pole.  KUB usually takes 1 to 4 weeks to replace the lights depending on their work load.

When/Where are the monthly meetings held by the HOA board?  These are usually within the second week of each month on a Tuesday at 6:00 PM at the Powell Branch Library. 

Can I come to a board meeting?  Yes!  We welcome any resident that would like to come to one of our meetings!  Please contact Fennell Property management to be placed on the meeting agenda.

I would like to build a storage shed, what should I do?  Please download  an Architectural Variance Request form from this web site.  You will need to submit it for approval from the board.  Other information will be required but we do this to make sure home values stay as high as possible and any additions, sheds, patio’s, fences, etc are built within the By-Laws, Covenants and Restrictions.  A copy of these By-Laws, Covenants and Restrictions are available on the website for further information.
